Free loft insulation for pensioners

For people over State Pension age, and families helping an older relative. Age on its own does not unlock a free loft, but several of the gates are built around pensioners' circumstances, and the most common one is a benefit many eligible people do not claim.

Which route fits your home? A one-minute check

Five questions, no contact details. The result shows the routes your answers point to; the scheme, council or supplier makes the real decision.

1. Where is the home?
2. Do you own it or rent it?
3. Household money
4. Energy Performance Certificate (EPC) band
5. What is in the loft now?

Your indicative result

Indicative only, based on the published rules we read on 29 September 2026. Nothing is sent anywhere. Check your EPC band on the GOV.UK register before you apply.

Four loft insulation routes for pensioners: Pension Credit, LA Flex, Scotland over-75s, and paying yourself
The doors that open for pensioners, read 29 September 2026.

Pension Credit: the key that opens ECO4

For ECO4 in private housing, GOV.UK lists Pension Guarantee Credit and Pension Savings Credit among the qualifying benefits. If you or your partner receive either, and your home is rated EPC D, E, F or G (you own it) or E, F or G (you rent privately with permission), you meet ECO4’s benefit and property gates.

Pension Credit is the benefit people most often miss. If your income is modest and you have never checked, it is worth doing so on GOV.UK: for loft insulation it turns “no route” into the ECO4 benefits route while that scheme lasts, until 31 December 2026.

Not on Pension Credit? LA Flex and the Warm Homes: Local Grant

A pensioner household with no qualifying benefit can still be referred by its council through ECO4 LA Flex. Route 1 is a combined gross household income under £31,000, counting every adult in the home, including savings interest. Route 3 covers people whose health is made worse by a cold home. See LA Flex.

In England, the Warm Homes: Local Grant usually accepts household incomes of £36,000 or less (or qualifying postcodes or benefits) for homes rated D to G, where the council is taking part. GOV.UK says the council organises and pays for the agreed work.

Scotland: the only age criterion

Warmer Homes Scotland is the one scheme with an age test. Home Energy Scotland says a household can qualify if it includes someone aged 75 or over who does not have a working heating system, alongside the passport-benefit and medical-certificate routes. The home must be your main residence for at least six months, in council tax bands A to G, with a floor area of 230m² or less. “In most cases, the Scottish Government will meet all the costs.” Scottish homeowners who do not qualify can still apply for a Home Energy Scotland loft grant of up to £1,500, with no benefit test. Scotland routes.

Wales and Northern Ireland

In Wales, Nest’s means-tested benefits include Pension Credit, and there is an income-after-housing-costs route; homes must be rated EPC E or lower, or D where someone has an eligible health condition. In Northern Ireland, the Affordable Warmth Scheme uses gross household income under £23,000, for owners and private renters. See Wales and Northern Ireland.

Bungalows cost more, and save more

Many pensioners live in bungalows, where the whole home sits under the loft. The Energy Saving Trust puts a bare detached bungalow at about £1,200 to insulate to 270mm, saving about £350 a year on gas heating, the second-highest saving in its table. That makes a bungalow loft one of the best-value jobs in the house if you pay, and a strong case for checking every free route first.

Home (Great Britain, gas)Bare loft costSaving a year
Detached bungalow£1,200£350
Semi-detached house£750£190
Mid-terrace house£650£140

Practical points for older households

  • Access. Installers need a clear route to the hatch. If the hatch is in a bedroom ceiling, move furniture the day before.
  • Stored belongings. Decide in advance what comes down. Boarded storage areas can stay, but boards laid on thin insulation limit what can be added; see loft boarding and insulation.
  • Cold water tanks and pipes. A colder loft means pipes and tanks up there need lagging. Ask whether that is included.
  • Paperwork. Keep the installer’s details, the pre-existing loft declaration and the guarantee together, so a family member can find them.

If you pay yourself. Installed insulation carries 0% VAT until 31 March 2027. Get at least three written quotes. If an installer offers credit, ask for the representative APR and the total repayable in writing before agreeing, and discuss it with family first.

A word about doorstep offers

GOV.UK’s ECO page warns that installers or agents might contact you directly, and says that if you are not sure an offer is genuine, you should contact your local council or the energy supplier they claim to represent. That advice matters more for older homeowners than anyone. Our page on loft insulation myths and scams lists the warning signs.

Before you decide

I get the State Pension only. Do I qualify?

The State Pension is not an ECO4 qualifying benefit. You may still qualify through LA Flex if the household's gross income is under £31,000, and it is worth checking whether you are entitled to Pension Credit, which is a qualifying benefit.

I am worried about strangers in the house and the mess.

A loft job is usually contained to the loft and the landing below. Ask for the installer's name in advance, have someone with you on the day, and ask them to lay dust sheets. You can stop the work at any point before it starts.

My loft is full of forty years of belongings.

Clearing it is part of the job, but installers vary on whether they do it. Ask before the visit. If family can help clear it, the survey and the installation are both quicker.

Questions people ask

Can pensioners get free loft insulation?

Yes, if they pass a scheme's gates. Pension Credit (Guarantee or Savings) qualifies for ECO4 in homes rated EPC D-G; a household income under £31,000 can qualify through LA Flex; and Scotland's Warmer Homes Scotland covers someone aged 75 or over without working heating.

Is there free loft insulation for over-60s or over-70s?

Not on age alone. The schemes use benefits, income, health and the home's EPC band. Only Warmer Homes Scotland uses an age criterion: someone aged 75 or over whose heating does not work.

Does Pension Credit count for ECO4?

Yes. GOV.UK lists both Pension Guarantee Credit and Pension Savings Credit as qualifying benefits for ECO4 in private housing.

What about the Warm Home Discount?

The Warm Home Discount is a bill rebate, not an insulation scheme, so it does not insulate the loft. Check it separately with GOV.UK.
